City for living in russia

Would please anyone help me?
i need to know the best cities to live in russia

i dont mind to live in a small city and i dont mind winter

i would just like to live in a city in which the food is not really expensive , and which i can find some fruits and vegetables ( im vegetarian)

i would also like to find a city in which the rent is not very expensive

and the crime is low
